It is interesting to see that Ed S. is having trouble with his home made caps.
I made my capacitor with the same basic instructions and have had
no trouble with it at all.  I use mine at up to 15kV since that is the voltage
of my transformer bank.  I also spent about $60 for the materials to build
3 caps.  Perhaps a one aspect that is important in capacitor life is the
power running through them.  Since I use neon sign tranformers, the power 
may be significantly less than what Ed is pumping through his system.
