The toroid is simply a discharger.  There is no "magic" in the design.  If
anything, it allows most of the charge to be polarized, thus forcing most of
the discharge on the top.  As far as your buzzing noise goes, do you have
ANYTHING that might not be completely adhered inside the discharger?  It
must be relatively flush all the way around.  Any anomalous edges will
degrade the performance of the toroid.
