Neon gass should be available at most larger neon shops, I would think that
they would hapily fill a glass tube with the stuff for you for a price (since
this is what they do for a living anyway).

Argon, Krypton, xenon etc. are available already in foot-long glass tubes
from Edmund scientific.  They are used for school laboratory spectrum
analysis demenstrations are are rleatively cheap at about $15.00 - $20.00 per
tube depending on the gass (they have lots of different gasses).  I know this
because I am using several of these tubes myself for a project....
