The real problem here is based on the way the legal system works.  Let's
say you erect such a system and the power company sues you for around
$100,000 or so.  You then have to hire a lawyer to fight even a false
claim.  If you choose to ignore the lawsuit and don't go to court you
will
get clobbered -- they find you guilty by default -- failure to show up
--
and start taking your wages out of your company paycheck before you get
it
-- they order your employer to do so.

If you do hire a lawyer they run you through a batch of motions, etc,
all
which cost your lawyer a lot of time and you a lot of money.

Either way you loose.  Our legal system is not based on justice but in
fact
is based on adversarial rights -- if you don't put out enough money to
defend yourself from a frivilous lawsuit you loose and if you do put out
the money you loose.

It only has to happen once to the ignorant little-guy and he becomes
real
bitter and starts looking for the ammonium nitrate!  Then he looses
again!!

Hope this clears up the mystery.  If you are innocent you have to prove
it
--- and that can cost a lot of legal money.
