small spark

when I pull a spark off a small solid state TC with 
a screw driver  I get a 1" spark.
when I touch the HV output of the TC with the screwdriver and try to
pull
a spark off this screwdriver with another one I get only a 1/4" spark.
why is this ? (the first screwdriver is touchng the HV)
