Hmmm, the only plastic I know of that sounds like that would be
polyethlene terephthalate or PET otherwise known as mylar. If that is 
the case then it would not be a good choice for making capacitors due
to it's high power factor ie. high R.F. losses.

I don't think discussion about alternative sources of plastic for
making capacitors is off-topic to this list, perhaps you didn't 
realize my intentions. If you know of a polymer or plastics list 
please tell me about it because I've searched and found none!
