I have taken apart a lot of neon's and have yet to find anything identifyable
as a magnetic shunt.  Is it built into the case?  If so, then yes, I am
removing it.  It was explained to me that removing the tar increases the
coupling with the core.  

One way or another, removing the case and tar from a 60ma, 15kv neon trans,
now draws 15 amps and powers my coil better than 8 normal neons did.  It does
overheat if you run it too long, but it sure is light and easy to transport.
 As I have to pack my coil in my luggage when I travel by plane, it makes
things a lot easier.  No way I could get a pole pig into my suitcase and onto
a plane.
