I agree... Apparently the power industry does too.  This is
the construction technique that they use for corona shields.

If the feature size and spacing of the toroid elements 
is small compared to the distance to ground, then the
C of the finite element toroid should be similiar to a 
solid toroid of the same external dimensions.
