BIL = Basic Impulse Insulation Level It is the withstand voltage for a
simulated lightning type impulse 1.2 uSec rise time(10% to 90%)/50 uSec
fall time (100% to 50%). What the 95 kV rating means is that the unit
can take that much voltage without flashing over to ground. 95 kV is a
typical rating for outdoor components on medium voltage (e.g. 14 kV)
feeders.
You'll also see BSL, which refers to switching impulses, 250 uSec rise/
2.5 mSec fall.
