time ago. Would an -insulated- conductor placed close to the terminal of
an operating coil end with significant DC charge?"

	Answer to question is probably, but not obvious how much.
There must be a rectification occuring in the discharge (or the
corona off the lower part of the coil) due to the dissymetry (sp?)
between the geometry of the coil and the outer world with which
its output streamers are grounded.
