There can be no 'special' value for primary height unless you just make 
the same coil over and over. the correct relation between primary and 
secondary windjng depending on size, inductances, and above all the 
proper coupling of the coils. So the primary may start *above or below* 
the secondary, it does not matter, if proper coupling is set.
