The input power does not necessarily have to increase just because
the spark got bigger. The toroid size greatly affects the coil's
efficiency at producing spark length with a fixed input power level.

You can't, because it's ZERO, ZERO, ZERO! An oscilloscope
and current probe will readily demonstrate that the secondary
is quite dead between bangs!
It's really important at a fundamental level to understand this
about pulsed-mode Tesla Coils! If I am wrong about this, please
show me a waveform that disproves it!
Otherwise, it is very distracting to continue proposing a
"cumulative energy between bangs", without offering even a
shred of real proof.
