The only real formula is one of resonance.  The self resonant frequency of 
the secondary with toroid will determine the frequency that you need to tune 
the primary circuit to.  The secondary should be about 1000 turns up to maybe 
1500.  The number of primary turns should be in the 10 to 15 range.  You want 
to select the primary capacitor so the primary is tuned at say 12 turns as 
opposed to 4 or 5.
