Glass & Teflon PCB

Hello Group,
I recently picked up some Glass GEC 550 (simular to G-10 but mil spec.) and
teflon PCB material (G-509), 2 mil thick with copper on one side. If this
material were stacked and immursed in oil, would this make a sutible
capacitor?
Also picked up some teflon impregnated fiberglass cloth. Dielectric tested
to 5000 volts (so the sticker says.) Would this work any better than poly
sheeting for the insulating material seperating plates in a capacitor?
Just a thought.
