Justin,
Those flats should be definitely wide enough the way it is.
It should lock up. The slight warmness is normal. Are you
saying you see the pattern rotating then? Is that how you
are determining that it's not locked up? Some folks have
trouble seeing the pattern at first. It can help to run the
motor on a variac, and as you turn up the voltage, you'll
see the pattern change, and hopefully lock at a certain
voltage.
