H/D ratio is not a very important consideration (within reason).
However, your coil's winding length will limit the maximum streamer
length you can get without over-volting the coil. Because of this, it
can be quite a challenge (particularly for a first-time coiler) to get
long streamers from a short secondary winding. Since you have a 15 kV
NST source, I'd recommend using a winding length of at least 21-24" to
give you some future "headroom".
