Those are standard 400V electrolytic capacitors. Not really suited for
pulsed operation, and absolutely not suited for tesla coiling (they are
polar electroytics, after all).

There's much odd stuff advertised on ebay under the name "tesla coil" and
"HV capacitor"... You may try and ask the author to correct the title of
this auction. The total energy stored in the caps can be quite huge,
E=0.5*2.2E-6F*(40E3V)^2 Joules

<$10 for 100 of 220uF 400V caps isn't a bad deal, tho
