He can spew as much trash as he wants. If you believe anything you read on
ebay as the fact just because the seller says so, you're a fool as well.
There is really nothing to warn ebay about aside from "Your site is a a big
trashy flea market". Ebay is a big trashy flea market full of dishonest
people who are there for one reason, and that is to make money.
For the most part, any sale mentioning "tesla" has little merit.
The caps listed are electrolytics, which are useless for AC use, not to
mention soldering together 100 capacitors as the seller suggests is
rediculous. If you did wire them all up in series and tried to get some
super-voltage you would run into other fun problems like voltage reversal in
the units with the lowest capacitance. Electrolytics tend to have a large
tolerance and the capacitance can vary from capacitor to capacitor.
