Depends on the definition of 'needs'.
It is considered good practice to run resistors Well
Under their power rating, eg 1/4 watt in a 1/2 watt
resistor.
To the extent that MOST Tesla systems are used
'briefly' this practice can be ignored. However
the cost difference from xW to 2xW is usually small,
and the higher will be larger, hence better HV
performance.
