If and when Dave gets a TC working that uses flat spiral coils we may have
a legitimate discussion concerning whether its operation is fully explained
by existing EM theory or not. Personally I'll bet dollars to donuts that EM
theory will suffice, and that Dave is just on another cold-fusion hunt.

If Dave could describe some testable predictions (eg some experiments we
could carry out) using his theory then it would actually qualify as a
"theory". 
At the moment none have been proposed so it does not seem to qualify as a
theory, rather it is just "talk".
