saltwater cap question (adding gelatin?)

I was just wondering if the following would work:
1) Add a hefty amount of gelatin to the salt water (enough to have a
much firmer consistency than jello, for instance).
2) Use vaseline (or candle wax?) instead of oil to suppress corona.

The whole idea being that it should be a lot less messy than having all
that liquid sloshing around whenever you move it.  If the salt-gelatin
water and vaseline were heated up, they should seperate nicely like oil
and water, and then solidify that way.  Not sure if they'd stay cool
enough during use to remain gelled.  Also not sure how well it would gel
with all the salt.
