I have some of these, and they no doubt are ceramic.  You might get away
with about 25 of them in a 5 by 5 array to divide up and dissapate the heat
they will produce.  Ceramic caps are great for DC applications, such as
isolating an ignition coil from a spark gap trigger electrode, but not very
robust for high power RF use.

Why not use the Matsushita ECK-D4A102MDA capacitor?

It's 0.001uF at 10 KV. Make two strings, each of two caps in
series. Put the two strings in parallel and you'll have 1nF at
20 KV. These things are only 3/4" in diameter and 1/4 inch
thick.

You can buy them from All Electronics for a buck each.
