I would like to modify my answer a little bit:

The circuit under discussion (AKA level shifter) produces sinusodial 
dc, having got one extreme at zero Volts and the other at about 
11.5 kV. 

Opposite to true voltage doublers which produce pure dc, if a filter 
cap is present.
