basic circuit design help

i need to design a simple circuit using potentiometers that will allow
for varying
electrical pulses down a line.
Voltage will be low DC, like under 50 volts
very low current.
Is there a way I can do this with a 555 timing chip?
Im not the best at electronic circuits, can anyone help?
I got the idea after looking at an ignition coil driver.

Can anyone with some basic electronic design take a gander at that
circuit, help
me determine if I can make something similar to that, without the
transistor and the ignition coil?
This will be used to flash with varying duration and delay (2 pots)
lightbults about the size of car taillights.
