Hi,
How long is the run between the transformer case and the actual ground
point? How thick is the conductor? It might be a good idea to run a second
ground conductor to a breaker box where all the other grounds are
terminated in addition to the earth ground connection. Use large diameter
wire, 8 AWG or better and keep the run as short as possible.
Most importantly, make sure that the termination connection at both ends
are clean and solid. Since you got an old transformer there may be some
corrosion there.
A bad return path is a very dangerous thing, be careful!

between another ground and the top bushing, the resistance between your
transformer ground and the other ground is causing the voltage rise
between the concrete and transformer case.
