I don't read Russian, but, judging from the figures, equations and graphs, this is the same as a "variable reluctance stepper motor", but as Dmitry points out perhaps it translates differently.
I always thought reluctance was a weird term, anyway.But, basically, it's a motor that doesn't have a PM rotor. Compare, for instance, a SloSyn type motor.
