Short of gas chromatograph analysis, these are the best of the low cost screening kits. They cost between $15-$30 (depending on source) and are reasonable accurate. I like the 20 PPM kit.
These can be found at MOST x ray equipment dealers and the apparatus shops of most public utilities. If not, see if DEXSIL has a website. I usually go in on about 12 of these a year with a local supplier SImons X-Ray here in Salt Lake.

The "burn test" is usually a good indicator. Dip a piece of paper into the oil and try to light it.

A while back, someone posted a source for relatively
inexpensive PCB test kits.  I've got a Korean War era
x-ray transformer that I'm deciding what to do with,
