Did you really mean an 83 turn secondary, or an 830 turn secondary?
Not sure why you would even consider such a big, unwieldy coil that
could only generate around 2 foot arcs (the distance from the top of
the secondary to the primary). With only 24 inches between the
high-voltage output and the primary, continuous primary strikes would
be the probable result. With your 9 KV/120 ma NST, you could build a
more conventional coil that would easily generate 4-5 foot arcs; why
settle for 2 foot arcs?
(Also, somwthing may be wrong with your resonant frequency
calculations; I get around 125 KHz, not 250 KHz, with the design
parameters you provided.)

Subject: A real quarter wave TC ?
Original poster: Skip Greiner <skipg@xxxxxxxxxxxxxxx>
Hi All
I am considering building a TC with the following specs and would
appreciate any comments
Secondary: 83 turns #16 ga wire on a 45" diameter by 24" high form
Primary: 2 turns of .375 copper tubing about 50" in diameter
NST: 9000@120 ma
Cap: .035
Synchronous 4 pole RSG
Note that both primary and secondary are resonant at about 250khz.
The secondary will not have a top load.
Thanks in advance for all comments
