Hey Dave...

looks to me as if the person who posted the unit on Ebay made a 
mistake on mixing up the label picture with the transformer unit

the label looks as if it is for a 30 hp 1765 motor at 475 lbs with a 
manufacturer in Malaysia as to where the transformer is made in
Grand Rapids Mi. USA

"Seems" to me that the transformer would be something to consider...
looks like it has 3 ( maybe 4) power lever positions and an off position
If I needed a ballast and it was that close to me I would get it ...
and if it didnt work as a ballast, it would be a nice welder to own...
