Not possible. Although most MOTs are around the 2 kV mark. If you have
a variac
(or any low voltage AC source) you can measure the voltage ratio with a
multi-meter and then scale up to mains voltage.
MOTs can give around 400 - 500 mA, although they are not very good at current
limiting, so don't short it (or use it in a Tesla coil) without a ballast.
