[TCML] Primary Arcing To Ground?

I never paid much attention to grounding schemes,
except for noting that a TC secondary should be base
grounded for better arcing. Is it permissible or
advantageous or even a common practice to ground one
side of a primary arc gap on the high voltage side?
Would this not create a ripple or oscillation in the
local ground conditions corresponding to the frequency
of the TC primary?
