Your baffles need to be "hermetically sealed" to the ID of the secondary coilform to function as arc-stops. A press-fit baffle, no matter how perfectly machined, will not create a hermetic seal, especially if you used PVC pipe as the coilform. A high-voltage arc will find the smallest sub-micron sized leak path; that's why small hand-held Ouidin coils are used to detect microscopic holes in insulating coatings, or in glass high-vacuum systems.Be careful of using common RTV silicone sealants to seal the baffles, as they release acetic acid as they cure. There are automotive silicone sealants that do not release acetic acid ("safe for oxygen sensors"), as well as electronic grades made for potting and sealing electronic assemblies (GE RTV 162, etc). Standard acrylic-based household caulking compounds will also work. You don't want to use any solvent-based adhesive that might leave flammable mixture of air & solvent vapor trapped between the baffles.
