I don't think there is such thing as an official NST schematic, any more than there is one for a 2 D-cell flashlight. The 2 big terminals are the HV outputs with the midpoint of the secondary tied to the case like the faceplate says. And the 2 smaller terminals are the 120VAC terminals. I think the manufacturer believes that if you don't know the primary from the secondary terminals, you probably shouldn't be in the sign business.
