No and yes. Rotary gaps are much more effecient at quenching 
than just about any type of stationary gap simply due to the high
speed air currents and the very short mechanical dwell time of
the electrodes (generally just a few milliseconds).

However, due to the fragile nature of NSTs, it is considered
safer to run NST driven coils with a fixed stationary gap that
is set accordingly to the NST's rated output voltage, as 
if a rotary gap is designed giving too few breaks per second
(BPS), then the excessive dwell time can let the resonant volt-
age rise reach dnagerous levels that can render the NST
an expnesive paaper weight or a boat anchor!
