Hi Paul,
The modified Variac should be placed in series with the line and the load,
using only the wiper and one end of the coil. Or, you may need another Variac,
(or more reactance) placed before the slotted one to control the voltage.
Apparently your modified Variac doesn't have enough reactance to limit the
current at full voltage.
