If your electrodes were in fact TIG welding electrodes, then they were 
essentially pure tungsten, not tungsten carbide*. Tungsten carbide contains 
tungsten, but is a completely different material with different thermal, 
mechanical and electrical characteristics than tungsten.

As you noted, the intense ultraviolet radiation from the spark gap very 
quickly discolors and degrades the surface of any nearby PVC, probably 
accellerated by the presence of hot ozone.

* TIG electrods may be pure tungsten, or may have a very small percentage of 
cerium, thorium, or lanthanum oxide added to help stabilize the welding arc, 
but this doesn't appreciably change the basic material characteristics.
