Here are couple of possibilities:
1 Glass is inherently lossy in RF applications. This is in the nature of the substance. More glass = more internal energy loss.
2 Glass that has even microscopic entrained air bubbles can form hot spots that break down tiny cracks and arc through internally under HV.
3 Did you retune the primary coil to compensate for the larger cap?

ecently i've upgraded my capacitor to 38 nF . it is "parallel plates
apacitor" kind with 30*30 glasses as dielectric .
fter upgrading , i run my coil but my coil was weaker than before . gives
-7 cm streamers . but last time gave ~15 cm streamers.
