I am sure it would work, but not very well at all. 

The electrons jumping from the belt to comb are easily lost. So you really rely on the fact that they are internal to the sphere to sort of trap them. 
in fact on larger systems this is so much of a problem that an inner ring is added to prevent the electrons from shooting back down and inducing surface tracking arcs down the tube. 
Bottom line is the exterior comb idea really decreases efficiency in my experience, we tried numerous different things with the unit i made a few years back for a local museum. http://s139.photobucket.com/albums/q295/JHowson/Van%20De%20Graaff/

Hey guys, this might be the wrong place to ask, and I understand if this is rejected but I need some help with a van de graff generator I'm working on. 
In almost every generator I've seen, the top comb is inside the top load. I was wondering if it is 100% necessary for the comb to be inside. I was hoping to have the comb about half a foot underneath the bottom of the metal dome so that people can see what is happening. Then the comb will be attached to a wire that goes directly to the dome about half a foot above.
