Or look for a used "control voltage transformer". I've seen them up to 3 kVA. In the US, they are typically used to turning 480 volts to 240 or 120, inside of control panels. Many of the ones I've seen have adjustable taps. I'd guess there would be a huge surplus market for them, based on how many hundreds I see thrown away.
