In even more thoughts a double fault condition would need to exist for this
hazard to be an issue
In addition an arc to the RF secondary from the primary would also need to
occur

Presumably in a fully floated secondary system there is the possibility of
an arc to mains in the outer MOTs placing a 60 Hz component onto the
secondary arcs thereby producing a possible shock hazard if you were in
contact with the secondary arcs (not recommended at any time IMHO at any
power level)

The only risk I see is that
a flash over will directly connect the HV supply to mains (via the arc) but
given the normal precautions needed with this HV this is not a significant
extra hazard. On this point I've not seen much comment and would welcome any
thoughts the list may have
