It is, but a Tesla coil's primary and secondaries are resonant at the same
frequency and very loosely coupled. If the coupling is high, then you can
get high voltage just from the turns ratio without the primary and
secondaries in tune. So it 'may' be acting like an ordinary high voltage
transformer.
Hard to say...
If you can see the coil and dare to talk to your old teacher again :-) Try
to figure out some of the dimensions and number of turns on things too. A
small air capacitor like that does not make sense at all for a Tesla coil
so we want to figure out what's going on.
