It is indeed inductive ballasting.
If you measure the 500ft spool of wire you get about 0.9 ohms resistance and 10.50mH inductance.  Current limits to about 25A.

Terry Blake was the first to use this type of ballasting for a 14.4kV Potential Transformer.

Hi Dan,
in which way the 500ft spool does the current-limiting? I think its mostly 
resistive ballasting with only a small amount of inductive ballasting. But 
if you have nothing else availlable, this is a good method indead.
